Enhancing the Capacities of Parliamentary Staff to Conduct Gender and Intersectional Analysis / Gender Impact Assessment and to Support Members of Parliament in the Initiation, Debate, Amendment and Passage of Inclusive and Gender Responsive Laws

Project Overview:

Global Affairs Canada funded Inclusive Legislatures for Gender-Responsive Policies (ILGRP) project implemented in Ghana, Kenya and Togo aims at improving development outcomes and human rights. The project supports three partner parliaments and parliamentarians to consider the differential impacts of policies, laws, and budgets on the poorest and most marginalized populations, particularly women and girls. This project is a pioneer effort in providing support towards the strengthening of Parliaments on inclusiveness and gender equality issues. The implementing organizations are the African Centre for Parliamentary Affairs (ACEPA) and Parliamentary Centre (PC).

As part of the implementation of the project in Ghana, and in partnership with the Parliament of Ghana, a set of initiatives and activities have been planned with the aim of increasing capacities of Parliamentary Staff, Members of Parliament and the legislature to be inclusive, gender sensitive, responsive in the law-making and budgeting processes.

To facilitate this, ILGRP project seeks a Ghanaian consultant to work in close collaboration with an International/Canadian consultant to provide training and methodological support on the thematic area of Gender and intersectional analysis / Gender Impact Assessment especially in the lawmaking process. The successful candidate will work closely with the  ILGRP Team in Ghana and Canada.

 

Objective and Description of the assignment:

The objective of the assignment is to enhance the capacity of Parliamentary staff to equip them to provide practical support to MPs in the initiation, debate, amendment and passage of inclusive and gender responsive laws. Specifically, the successful consultant will:

  • Provide training to parliamentary staff- to enable them undertake gender analyses and/or gender impact assessments of select draft laws;
  • Provide training and support to enhance the skills of parliamentary staff on using gendered and intersectional analysis to support the initiation and scrutiny of bills;
  • Provide training and support to parliamentary staff to enable them to provide the right kind of assistance to MPs in the formulation and/ amendment and scrutiny of gender-responsive draft laws;
  • Support the formulation and approval of parliamentary practices and tools on debating, amending, and passing inclusive and gender-responsive laws.

 

Scope of Work:

Working in close collaboration with a Canadian/international consultant(s) and the ILGRP Team in Ghana and Canada, the National consultant will provide specific services/deliverables as described below.

The national consultant’s key tasks include:

A] Provide training and technical support that introduce parliamentary staff to techniques to identify gender impacts of draft legislation and also support the development of processes and checklists for  gender analysis and/or gender impact assessment (Activity 1211.3)

 

The consultant is expected to:

 

  • Produce a work plan and a draft table of contents for the report(s) on the training, to be submitted no later than two days following the signature of the contract;
  • Provide the Ghanaian context in the development/ preparation of materials such as PPT with notes and other training materials for training parliamentary staff on techniques to identify gender impacts of draft laws;
  • Lead in the design and conduct training for parliamentary staff on techniques to identify gender impacts of draft laws;
  • Contribute to the development of checklist for gender analysis and gender impact assessment of draft laws;
  • Conduct end-of- training evaluations;
  • Lead in producing training reports - on techniques to identify gender impacts of draft laws.

 

 

B] Training for parliamentary staff on gendered and intersectional analysis (including Gender Based Analysis plus) to support the initiation and scrutiny of bills by MPs; and develop methodological process and tools using GBA+ and other approaches for gender and intersectional analysis to enable staff assist MPs in the lawmaking/policy review process  (Activity 1212.2)

 

The consultant is expected to:

  • Provide the Ghanaian context in the development of training materials to train staff on conducting gendered and intersectional analysis (including Gender Based Analysis Plus) for lawmaking;
  • Lead in the design and conduct training for staff to undertake gendered and intersectional analysis to support initiation and scrutiny of bills;
  • Conduct activity evaluations;
  • Lead in producing a report on the training session on conducting gendered and intersectional analysis;
  • Collaboratively with the international consultant to develop methodological process and tools using GBA+ and other approaches for gender and intersectional analysis.

 

C] Provide training and technical support  to parliamentary staff to assist MPs with the amendment and scrutiny of inclusive and gender-responsive draft laws and to effectively engage in policy processes that promote inclusive and equitable economic and social development using the GBA+ lens (Activity 1212.3)

 

 

The consultant is expected to:

  • Provide the Ghanaian context in the development of training materials to build the skills of staff to support MPs in promoting gender responsive lawmaking processes;
  • Train Parliamentary Staff to assist MPs with the amendment and scrutiny of gender responsive draft laws;
  • Provide technical GE expert support to Parliamentary staff to assist MPs to effectively engage in policy processes that promote inclusive and equitable economic and social development using the GBA plus lens;
  • Conduct activity evaluations;
  • Lead in producing a report on the training session and practical support to staff towards supporting MPs in promoting gender responsive lawmaking processes.

 

D] Assess/review current parliamentary practices on passing gender responsive laws (Law making process and the gender gaps); formulate/develop parliamentary practices/tools on debating, amending and passing inclusive and gender-responsive laws. This includes sessions/engagement with stakeholders. (Activity 1213.3)

 

The consultant is expected to:

  • Collaborate with the international/canadian consultant to assess/review current parliamentary practices on passing laws, through desk review and sessions with relevant stakeholders (Lawmaking process and the gender gaps within the process)
  • Collaborate with the international/canadian consultant to develop a brief/handbook on parliamentary practices on debating, amending and passing inclusive and gender-responsive laws (lawmaking with a gender lens).

 

Outputs and Deliverables:

  1. Training materials (PPT with notes and related documentation for training) – for each training
  2. Checklist on gender and intersectional analysis in the lawmaking process
  3. Training sessions and technical support for parliamentary staff
  4. Training reports including activity evaluations per training
  5. Documentation (assessment report) on current parliamentary practices on passing laws
  6. Parliamentary practice (a brief/handbook) on amending/passing inclusive and gender-responsive laws

 

Duration of assignment and Level of Effort:

The consultant is expected to devote 11 days (82.5Hours) to the project, spread between 21st August and 17th December 2023.  

 

Required qualifications and experience:

  • University degree, Masters/and or a doctorate in social sciences, law, Public Affairs or Politics or related fields;
  • Demonstrate a solid knowledge of the Parliamentary processes and the legislative process in particular;
  • Demonstrate a solid knowledge of gender and inclusion issues in Ghana;
  • Demonstrate a solid knowledge and skills in Gender and intersectional analysis / Gender Impact Assessment;
  • Demonstrate a strong capacity for team management, workshop facilitation/training and work in a multi-stakeholder and multicultural context;
  • Have proven communication skills (oral and written);
  • Experience working with the Parliament would be an asset.

Note: The National Consultant will work closely and collaboratively with the International/Canadian consultant, leveraging their respective expertise and experiences to achieve the project objectives. Regular communication, coordination, and knowledge-sharing between the consultants are essential for the successful implementation of the project.
