TERMS OF REFERENCE
The African Centre for Parliamentary Affairs (ACEPA) is a not-for-profit organization dedicated to improving the effectiveness of elected representative assemblies at all levels of governance in Africa and beyond. The Centre seeks a consultant - Gender and CSO Advisor – Kenya for the Global Affairs Canada (GAC) funded project “Inclusive Legislatures for Gender-Responsive Policies”. The project is being implemented by the Parliamentary Centre in partnership with ACEPA.
To act as the principal resource on gender equality issues, GBAplus practices and policies relevant to the project and in the project context. As part of the project team, the Local Gender and CSO Advisor is primarily responsible for providing high-quality technical support in ensuring the quality of the gender-responsiveness and mainstreaming of the project. The Gender and CSO Advisor is responsible for providing high-quality knowledge and capacity development services, to the beneficiary country, project team and partners.
The Gender and CSO Advisor Kenya working in close collaboration with the ILGRP project team, especially the Parliamentary Liaison and Project Coordinator – Kenya will:
- Act as the principal resource on gender equality issues, practices, and policies relevant to the project and in the project context;
- Act as a resource person for capacity building, knowledge sharing events, and other relevant activities on gender/GBAplus;
- Develop a gender analysis on the country’s Parliament, institutions and assess governance, inclusion, and GBAplus issues and future monitoring;
- Provide input into defining, collecting, and analyzing sex disaggregated data; define gender-sensitive, and sex disaggregated indicators and targets for Kenya
- Support gender equality mainstreaming at all stages of the project (annual work planning, monitoring, reporting, and evaluation). This should include detailed attention to the development of S.M.A.R.T indicators;
- Identify, collect and analyze, on a continual basis, project-relevant information on gender equality issues and inclusion;
- Provide regular reporting on gender-related issues that arise in the activities and produce updates/reports related to gender issues linked to women empowerment, governance, and inclusion;
- Take the lead in conducting/updating the initial gender-based analysis, and contribute to the other technical analyses required for project design, including the revision of key findings;
- Provide technical advice to the project team for the planning and execution of project activities. This should include effective analysis of the social and gender dynamics of the environment and the provision of recommendations for tailored approaches to support women’s needs and identified gender equality priorities;
- Lead the mainstreaming of gender equality and women’s empowerment into all project activities, provide analysis and strategic advice;
- In collaboration with the Canadian Gender/CSO Expert, identify gender-sensitive indicators in the performance measurement framework and in the monitoring and reporting of project results/outputs and objectives against agreed indicators;
- Assess and provide advice on and facilitate connections with local CSOs, including women's groups;
- Ensure knowledge sharing, documentation, and dissemination of good practices on gender equality, women’s empowerment, and rights within the project;
- Support capacity building where needed, including for project participants and project team members on gender equality and its importance for sustainable development;
- Support the communication of gender equality and women’s empowerment results to a diverse group of stakeholders.
- Minimum Master’s Degree in Gender/Women’s Studies, Gender and Development or other relevant discipline.
- Minimum 6 years of professional experience in a senior advisor/consulting position working on gender equality issues, practices especially with policy and decision makers in Kenya and in the Africa subregion.
- A solid background and knowledge of gender issues in general but especially in Kenya;
- General knowledge of gender equality approaches in partner country as well as GAC’s gender equality approaches (FIAP/GE/GBAplus) and requirements.
- Experience working as a member of a multidisciplinary team, building relationships with both internal and external Partners;
- Experience developing and deploying capacity development, knowledge sharing events/activities on gender and GBAplus;
- Experience developing and conducting gender analysis in general and more specifically on parliaments and other representative assemblies to identify gaps for programming and monitoring to address gender inequality;
- Experience and technical know-how in designing and monitoring gender equality indicators targets and ensuring gender issues are integrated into all stages on the programming.
- Experience working with Members of Parliament and Parliamentary staff on gender issues would be an added advantage.
- Professional proficiency in English (oral, reading, writing)
